Single Plan - Latest Developments

Caerphilly Local Service Board is overseeing the production of the Single Integrated Plan for community planning. The Single Integrated Plan will be published for consultation early 2013 for implementation by April, 2013.

Following the Welsh Government consultation on the Single Integrated Plan the  guidance document was published by the Welsh Government in June 2012 on integrating partnerships and plans.

Shared Purpose - Shared Delivery (PDF)

On 13th July 2011, the Minister for Local Government and Communities, Carl Sargeant, made a written statement on Public Services, which included reference to more effective partnership working.

At the Local Government Partnership Council meeting a paper was agreed setting out in more detail the Minister's intentions. The paper sets out the Welsh Government’s proposals for single integrated plans, partnership rationalisation and strengthened accountability.

This is a significant reform that will affect the way the statutory plans and partnerships work, and the role of the Local Service Boards.

The key building blocks of a simplified system are set out as follows: -

  • In each area, a single needs assessment, providing a robust evidence base from which to determine the greatest priorities for action at the local level.
  • A single integrated plan, based on an outcomes methodology, owned by the Local Service Board. This will build on and replace the separate statutory plans, which are now in place – Children and Young People, Health Social Care and Well-Being, Community Safety and the Community Strategy.
  • A significant rationalisation of partnerships, including potential merger of adjacent Local Service Boards, in the context of more widespread regional collaboration.
  • Strengthened accountability to ensure local outcomes are based on sound evidence and are being achieved, and those statutory duties are being delivered. This will include a greater role for local scrutiny.

Single Plan Consultation

The Welsh Government proposed that the single integrated plans should be in place by April 2013 at the latest, and suggested that partnership rationalisation should begin immediately.

Caerphilly Local Service Board has received European Social Funding (ESF) through the Welsh Government to employ a programme manager to drive this work forward. This website will provide the latest updates on developments with moving towards a single delivery plan for the Community Strategy.
